I have read the surveyor thread but all the recommendations seem to be for wooden yacht specialists. I have a 1958 steel old lady and would like to bring her to code. I tried through a young pup surveyor (of plastic) but merely got an expensive report and little advice. He would not admit it but had not a clue about displacement or pre-90s in general and steel in particular. Can anyone help with a more knowledgeable expert who can provide better value for money.

Sounds like you may be needing some one who does more commercial work like fishing boats etc, they tend to be full blooded naval architects, so try looking in yellow pages under that heading.

Roger Bell was my instructor in steel on IBTC Surveying Course. He is an RYA RCD Senior Evaluator.

Unfortunately he lives in East Anglia and won't be bargain basement. You get what you pay for!

PM me if you want contact details.
