steel boat blistering

I will be looking at an 18 month old steel boat which has been reported by a surveyor ( not mine ) to have, underwater, "an isolated area of small blisters " which will be made good before sale. I am of course concerned that such a newish boat should have any form of blisters and wonder if the problem could exist elsewhere to show up later. Any thoughts?
 
This blistering is often caused by a similar means to Osmosis in GRP due to uncured agent in the paint allowing water to permeate the paint skin. If the steel beneath the paint is in perfect condition with no pitting then there is no problem with the boat, simply the paint coating.
 
But does that mean that all paint etc has to come off first and then do the job properly? What sort of cost would that be?
 
I would say it all has to come off, "new boat" if the paint has not been allowed to cure, solvent entrappment? The cost is the sellers prob, one big negotiating factor for you.
