Anybody know where can I get these from (preferably mail order or East Coast based)? You know the sort that go through loops in webbing safety lanyards/lines?

If you were to do an advanced Google search for the exact phrase "stainless steel D rings" and filter for "uk" sites only, you'd get loads of hits. With a bit of imagination such searches will usually come up with the goods.
One, www.sea-sure.co.uk/rings.htm, has comprehensive tables of sizes. They're in Hampshire but do mail order.

On a similar topic, Why do Jimmy Green (and others) sell webbing jackstays with the loops sewn in, but no D rings fitted?

Well probably because some people prefer to use a shackle with the pin through the webbing loop, rather than through a D-ring. JG will make them up any way you want them, I think.
