I want to splice a mooring rope to an existing strop to go round a large cleat. I need simply to produce a "circle", so that the existing eye on the strop will properly fit the cleat.

How do you splice or counter splice a rope to produce a circle of rope?

I think that you are, in effect, talking of making a sort of salvagee strop, or an overlarge rope puck.

These are made up of one long strand of a three core rope. The length of the one strand should be as long as three and a half complete loops.

Make one circle, and then lay the second and third circles as a lay in the rope. When you have made the last circle into the last lay, you should then make an ordinary overhand knot with the start of the rope. To finish this off, put a good whipping over both ends of the rope from the overhand knot.

When you first unlay the one strand, make sure you put tape or a whipping around the end, and when you start to layup the rope, ensure you put the normal twist back into the strand as you wind it around the first and second loops.

Trying to explain is a lot harder than making it!! Give it a go.
