Yes.
. But if they were otherwise doing nothing in particular it would not have been much cheaper to send none. Possibly they needed an excuse to run their engines. Or possibly the nature of the incident was not well explained in the emergency call.

I dragged a chap out of .ramsgate wt was before H&S. I suppose these days .i would have to notify the emergency services and let him drown whist waiting for them to come along and carry out a risk assessment then implement a proceedure.
