Speed through the water

IMO every industry needs a base standard, and its certainly up to the individual as to where they wish to go from that initial level.

The average member of the recreational boating fraternity, because of their often under used skills, will possibly suffer more from self doubt, and look for reasons not to venture too far from safe havens. Most humans enjoy a sense of achievement, and what better place than with their favourite pastime (boating?).

Recognised courses (practical and theoretical) are always going to lift confidence levels, so folks can head offshore (if thats what they need).
You can't deny the role of electronics for navigational assistance (peace of mind), as well as nautical publications.

At the end of the day, its what ever works for you.
