Speed loss following rope fouling

Hi all, I am relatively new to boating and bought myself a bayliner 2558 flybridge with a Volvo penta D2 engine and sterndrive with a duoprop.
Last week, I was leaving my mooring undle idling revs and I managed to foul the prop with a mooring line. The engine cut out and I cleared the prop. I restarted engine which started fine and headed out down the river. When I got to open sea, I increased the throttle and the boat was slow to pick-up. Once I got to max revs, around 3800rpm the speed was only 14knots, where it is normally around 24.
Does anyone have any ideas as to what I have done?
