Speed loss following rope fouling

Hi all, I am relatively new to boating and bought myself a bayliner 2558 flybridge with a Volvo penta D2 engine and sterndrive with a duoprop.
Last week, I was leaving my mooring undle idling revs and I managed to foul the prop with a mooring line. The engine cut out and I cleared the prop. I restarted engine which started fine and headed out down the river. When I got to open sea, I increased the throttle and the boat was slow to pick-up. Once I got to max revs, around 3800rpm the speed was only 14knots, where it is normally around 24.
Does anyone have any ideas as to what I have done?

At a guess either there is some rope still in the props or the rubber bush in the prop(s) has sheared under the extra torque thus losing drive between the propshaft and prop blades

I have had the latter, lift out time sadly.
