I have inherited the above solar panel - pretty old!
The literature states that I should be getting over 19 volts when testing the open circuit (i.e. between the +ve and -ve terminals)
The maximum I get is about 10v and it fluctuates like mad.
I have chopped off the end connection which was pretty corroded.
There is corrosion on the -ve wire.
Do I keep chopping off more of the wire to see if the readings get better or is there something wrong with it?

Put your multimeter on amps/milliamps range across the output. ie short circuit. If you get very little current then there is a corroded joint somewhere. Yes keep cutting the wires back unless you can find the connection to the solar elements and possibly a diode.
I suspect it is knackered unless you find the problem so you have nothing to lose. good luck olewill
