Southern Holland update needed please

Its been a few years since I was last sailing in Southern Holland.

Can anyone please advise whats the latest on paperwork required , other than Schengen form, Insurance docs, CEVNI & RYA/cert of competence tickets etc

Is there a fee now to sail in the Veresmeer, Ousterschelde, Gravelingmeer etc., if so how much and where / how do you pay?

Currently in Gouda having travelled up from Vlissingen. Filled 3 copies of RYA downloaded Schengen form in and tried to submit them in both Vlissingen and Middleburg but no one would take them. Said not needed. Flagged down a customs boat and asked them. Was advised just to keep them on board in case I was flagged down by a customs boat. No fees required for Veersemeer, Oosterschelde, Volkerak, or Hollandsch Diep.
I have taken CEVNI endorsed ICC, insurance, yacht reg cert ( part 1) letter of variation for ATIS, radio licence, operators VHF licence. VAT reciept for boat and ANWB almanac parts 1 and 2. Not been requested for any yet.

Trip so far has been very pleasant. Locks and sluices all opened in accordance with ANWB part 2, and all marinas friendly, cheap, and quiet.

They seem to be pretty laid back at the moment. We were approached by immigration somewhere north of Ijmuiden a few day ago and they were happy with my rough details shouted to their rib, and delighted when I said that I had put a Schengen form in the office in Ijmuiden.

I haven't done the southern meres lately but I believe there is a prepayment system for staying on the islands in the Grevelingen but haven't heard of it for the Versemeer, though it may well have happened.
 
Southern Holland resident here.

Paperwork required:
- Proof of ownership
- Proof of VAT payment
- Crew list ("Shengen" form)
- Valid passports
- Copy of the BPR (binnenvaart politie reglement) which is part of the ANWB Almanac part 1*.
- Up-to-date charts (esp. Westerschelde area)

* A copy of the BPR can also be downloaded from http://www.vaarbewijzen.nl/images/Binnenvaartpolitiereglement.pdf. The ANWB Almanac part 1 is not strictly necessary. An onboard electronic copy of the BPR is sufficient. ANWB Almanac part 2 is a useful book but also not strictly necessary.

CEVNI/ICC is only necessary for boats >15m or faster than 20km/hr (~10 knots).

For visiting the Grevelingen islands you need a "Grevelingen kaart" which is valid for one week (EUR 12,50) or the entire summer season (EUR 49). It can be purchased from one of the many marinas and tourist offices in the area. See http://www.grevelingen.nl/content.asp?menu=3&page=379&lang=0. Otherwise there are no fees for sailing any of the waters in the Delta region.

I spent 2.5 years in Scheveningen in a UK registered yacht and they were not concerned with any yacht papers nor the 200 litres of red diesel onboard with 100 in plastic containers just sitting on deck upon arrival.
They just asked me about 5 times for my passport at separate times over a 10 week period then after that I dropped the British ensign from the mast and just blended in.. The cloggies wont ask if its not out of the ordinary... The day I left there were 3 Duane customs people pull up in a van who watched me put the sails on the mast until I asked them to give me a hand and they just left...
