According to what I have read and IF my understanding is correct the Solas V Life saving signals sheet is to be carried on ALL boats.
At my yacht club we have 5 boats.
1 rib used for dinghy rescue work.
1 22' Cox open work boat used for trot boat service to our own club moorings.
1 22' Cox used for general duties and rescue work.
1 23' Semi displacement boat used for rescue/race finishing work
Finally a 30' ex ships lifeboat which is afloat used occassionaly but mainly used as a fuel store.

QUESTIONS:
Do they need to carry this Solas sheet?
What other equipment do they need to carry for the Regs?

I would be interested in your opinions as to interpretation of said Regs?

If my understanding is correct

all boats should carry a complete copy of SOLAS V* onboard and all new crew MUST read and fully understand the same prior to any passage. Plus have full colour printouts of everything that is required ... :(

*Note that printer ink is not waterproof - so all sheets should be laminated so that seawater doesn't dissolve the text.

Don't have to carry Solas V regs, just a copy of life saving signals.

The original point is quite interesting, and I'm not sure of the answer. Passage planning is only required once you leave regulated harbour waters. Not sure if the rest of the regulations have similar caveat

Solas only applies when you're leaving categorised waters or go more than 3 nm offshore.
But indeed all boats that do that have to have these req then. (exept naval warships, for some reason)

I read in CA Cruising news this week two pieces side by side. One warns that if you travel too fast and too near to a warship, then you are liable to fired on, no questions asked - nervousness about suicide bombers. The next piece was about the Solas regs. Some comfort. The world is crazy. My passage plan/risk assessment obviously needs to include consideration of being blown to shreds. 3,000 people a year killed on the roads, millions spent to reduce accidents with little effect, and we're burdened with all this Solas creeping crap. Don't get me wrong, sensible rules OK. WE sail 2 handed on a 15m boat. Now I hear we need two liferafts, one each side. Talk about priorities being ar*e backwards and upside down. Sorry for dump. Creeping nanny state and bureaucracy drives me mad.

Geezzs Guys you have got me going round in circles here<s>.

I'm thinking how on earth do I "brief" the crew of a boat thats only going 200 yards to a mooring.

I think on reflection I'll laminate a copy a stuff in the bilge and that should do it as far a carrying a copy goes<s> and if I happen to see a Nimrod flying about waggling its wings, I'll tell the trot boat driver to turn the VHF off and head for cover or the nearest beach without someone waving his arms or a light about.
After all most of my members think that Morse is a TV programme and as for flags they can reckonise our own house flag and on the odd occasion a red ensign but after that they are knackered!!!

Does anyone else think that these new Solas V regs are for slightly bigger vessels than those operated by your average yacht club member?

While that may be true of American warships I think you will find the British a little more restrained. It isn't however a popular move to drive fast in the proximity of warships because they are a bit twitched about suicidal fanatics. If you want a good look at them go to a naval base and stay 50m away as required by the local by-laws.

I emailed the MCA and asked what implications SOLAS had for me. Was told to look at their web site. I am now even more confused. As I understand it the only change to what I always do is to ensure that the radar reflector is hoisted and to carry some pamphlets that my guests should be encouraged to read. Have I got this right?

Whole thing sound like an ACE to me.
