SOLAS now in limbo

After several threads here on the new SOLAS regs which are alleged to affect yachts and some comparable pieces in some of the yachting/boating periodicals, the conclusion has to be that these rules are in limbo.
Reasons as follows: no more heard after initial flurry by MCGA and RYA; general agreement that words as written are largely meaningless; regs have been in force apparently since 1 July but no big change of habits since that date; spot poll among boaters shows that most are totally ignorant of the whole thing.
They are perfectly entitled to remain ignorant because there is no standing channel of communication to boat owners.

I personally wouldn't try that as a defence . . .

Boaters who are ignorant of regs had better not have accidents. MCA have stated that while they will not be doing spot checks, will investigate boats/skipper involved in accidents, and will prosecute if the regulations have not been followed.

Ignorance of the law has never been seen as a valid defence.
