The hanbook is not very compehensive, but it suggests it is just a PWM controller that like many can be used with a 12 or 24v house bank.
So the nominal panel voltage needs to match the battery voltage otherwise the results will be poor. If you have a 12v battery bank this controller should only be used with a “12v” panel or multiple “12v” panels connected in parallel.
A “12v” panel will typically have 36 cells and a Vmp of around 17-18v and a Voc of around 21v.
