Smokes in short supply?

The chandlers in Burnham, Maldon and Mersea, OK they're all the same company apart from one, can't supply the floating smoke cannister I'm required to carry.
One offered to order one for me + £15 for special Pyrotechnic carriage charges.
Another tried to sell me one that expired in April 2013. Surprising really why that one was still on their shelf.

Are these in short supply everywhere?
