Single line reefing partial jam, what’s happening

I know the pros and cons but it’s the system I’ve got. Heres the question. First reef, luff reefs fine all the way down to the boom. At the other end little or no movement on the reefing line so leaving the leech flapping in the wind and if I had released the topping lift the boom would have been way too low. Reefing line bar tight at the jammer so it wasn’t a question of pulling the reef tighter. Second reef worked fine and back at the ranch no problem shaking out the reefs. What’s going on?
 
Is this a Selden system? If so I had this a couple of years ago and the local riggers, Allspars, stripped the boom on found one of the nylon wheels on the internal reefing carriage had a flat on it preventing movement. It happens with age apparently. Quick and easy fix.
