I responded with a sugestion that leisure boaters should self regulate and maybe that small users should be exempt.

Anyone else like to put forward their views or opinions and I will post the man's e-mail address.

No doubt a worthless exercise as our Government have probably already made up their minds which system they are going for.

Its just a PR job to make it look like they are going out to public consultation, same thing is happening with the closure of our local hospitals and services.
