Should I have used antifoul primer?

At the start of the season I used Strippit antifoul remover and pressure washed hull clean. Then put on the usual two coats. On recent lift out I had what can only be described as a ‘barnacle farm’ below the water line – and not much evidence of any antifoul remaining. Mooring loc etc, all the same as previous years, v few barnacles before

Does the team think I should have used antifoul primer? (I didn’t because I thought that was only for newly gelled surfaces). I suppose it’s also possible that there was some strippit residue left (although I thought I’d blasted it all off)

Any ideas?

I have used Internationals Prima-Con undercoat before any Antifoul, roller or brush goes on well and lasts for ages, do not need to lift boat out for 2 year intervals.
Also you can put anybodies Antifoul ontop of it.
 
When my boat was hauled two weeks ago, I found a load of barnacles on my prop gear - the only spot where I don't antifoul. I concluded it was a heavy barnacle year - April was warm and probably gave the blighters a good start for the season.

But AF primer is a good idea in any case...next time.
