Apology to all as I know this has been asked before but I cannot find the answer.

I need to identify who owns a particular boat and searching the MCA website shows in great details how to do everything else for SSR and Part1 Registration but this. I assume that this is in the public domain so how do I attach an owner name to a boat name. Thanks for any ideas.

For Part I you can contact the appropriate registry (Cardiff, IoM, Guernsey etc) and get a transcript of the registry of any ship or yacht for a fee. This shows the registered owners and any outstanding mortgages on the boat.

As every Part I boat name is unique they can search by name for you. The fee varies but for the Cardiff registry it is £21 (or £71 if you are in a hurry).

For Part III (SSR) there is no way to do this.
 
If it's part 1 registered, you need to call or email the ships registry at the MCA (part1_registry@mcga.gov.uk<part1_registry@mcga.gov.uk>). Ask for a transcript of the registry giving the vessel name and official number. They will ask you for £21 and you can get a transcript by post, email or both.

Note that this will not give you a list of previous registered owners. For that you need to ask for a historic transcript and that costs £32.

When you can get copies of wills, land registry, births , deaths, funeral notices, marriages, divorces etc it is not unreasoanble to think that non-personal information such as boat registrations will be available. Not a helpful comment.

But you can get a copy of registration details if the boat is on the Part 1 register. If it is not there is no compulsory register so nothing to get a copy of.
 
Not really an unhelpful comment, but could have been better presented, more a challenge to the current attitude that everything should be in the public sector. The Part 1 register is a development of the system for commercial vessels and access is available for matters such as safety and prevention of fraud, etc. The SSR is just a device to enable private vessels to avoid the costs of full registration when travelling abroad - another example of how politicians promises of easier access between EU countries has resulted in more beaurocracy, expense and confusion for all...

Just for information and completeness for historical searches.

The MCA / Shipping Register will only be able to give historical transcripts for vessels that are on the new database which is the computer database not the written registers.

Apparently this is where the old registers are officially archived. They are very helpful and if you have the registration number or vessel name they can search. A search fee will be charged and a reproduction fee if you want copies. Apparently there are two sizes of written registers: one which can be photocopied on a standard office type photo copier; another, older register which is a very large book. This one cant be copied so they take a photograph of the page for you. It takes 4 photographs to cover one entry.

Lloyds also have an archive section for yachts that were registered with them. Similar fees and search service available.

For something operated by government, the SSR is a surprisingly cheap, useful and simple system: it gives you a bit of card that says your boat named "X" is owned by you, and that it is British registered.

Compare that with the yacht registration system in some countries - Italy is a really good example of how registration can be made really, really complicated and expensive - all sorts of original documents have to be taken both to the local harbourmaster AND to Rome!

However, registration in other countries (and on the UK Part 1) is a registration of title and give the boat a legal status so perform a different role from the SSR which is only confirmation that the yacht is a British Ship. Part 1 is very similar to the Italian register in its requirements although in recent years it has become more streamlined.

Yep.

Even better is the ship station radio license - you used to have to pay for and regularly renew it, then they said "this is costing more to run than it brings in, and having to pay is discouraging people from applying. How's about we make it self-service online, free, and last as long[1] as you want?"

[1] If you haven't logged in for over ten years, they will revoke your license. But the clock gets reset whenever you make any changes or just click "confirm", so you don't need to renew as such.
