Hi.

Does anyone know whether the slipway outside Nauticalia by the Shepperton Ferry is free to use and if there is any parking nearby for boat and trailer?

Nope, to both. Pay Lindon Lewis for the slipway, there's very limited parking by the lock, but by limited, I mean really limited! Not sure you're allowed to leave the trailer, even if you find room. Contact Lindon Lewis for price and just check the parking with them..
 
If you ask nicely they will let you park your car and trailer in the car park next to the shop, just yards from the slip.

Its not a very good slip really and I would suggest you try Cowey Sale at Walton instead.

Looks like Cowey Sale is the answer but not too keen on lack of boarding points - low bank tends to scratch the hull up.

Does anyone know why they've cut the tops of the piles off?

They weren't cut, they were smashed into!! I'm trying to get them remove though.

They were damaged over last winter. Debris, boats afloat or boats launching, you name it.

I noticed they went one at a time.

I have used the Cowey Sale slip many times over the years to haul out my little 'beer boat' each winter. It's just a little 16 footer with an inboard, not sure what you are slipping.
Anyway points to note in addition to the ones you have mentioned are - the concrete under the water is slippery as hell, the busy/dangerous road is a pain when trying to position
trailer, likewise as soon as you block the cycle path the world and his wife appears. However its free and the ledge is along way out so I have never had a problem with that.
As an alternative there is a very useful and undisturbed public slipway just upstream of the Windsor Leisure Centre. Just drive through the car park and its just below the road bridge.
Not sure about any ledge however but it is regularly used.
