Sealine swim ladder screws

I’ll post this on the Sealine forum as well but there may be a standard construction method.
You can just see that the rhs bracket has become unwelded so needs to be taken off.
My question is what are the screws screwed into? I can imagine hearing the rattle of a retaining nut, never to be located again.

At least you'll be able to undo it - my boarding ladder is just screwed into the grp, which is about 1/2" thick. When I first spotted this I decided it would be better if there was a nut on the inside so bought suitable longer screws and nuts. But when I tried unscrewing them it was impossible! So left them as they had obviously been fitted a long time ago. There were 8 x M10 Hex Head Screws.
