Best option is to keep the seagulls off in the first place. Most efective means I've found and seen is tight thin lines above the affected area which prevent birds landing. Has worked most effectively for me this season.

I used thin shock-cord pulled tight along the length of the boom, 4" above the cover. This has had a miraculous effect this last season in a bad 'fouling' area.

How about trying....

How about trying the waterproofing spray stuff that campers use on tents? Cheaper than "marine" products and might help to make cleaning easier.

Otherwise, there is a marine product called "303 Fabric Guard" but it's not easy to find and it costs more.
