Sd25 saildrive

I have yanmar 3ym30ae with sd25 saildrives
The gearshift won’t shift gears unless engine is running .
Is that a dog clutch issue?

It does have a dog clutch and the engine should be running at low idle speed before attempting to engage or change gear. Gear engagement should be a quick positive action.
Do not be tempted to engage gear slowly and do not try to force it into gear if the engine is not running,
