Never seen those before and Google-Fu finds nothing. What you can get easily are the ones with center holes for philips/pozidriv heads, but they tend to snap off when removed and then you have to pry them out. Or these with an attached lid (but they're thicker as they act as a plastic washer). They were well suited for the headliner panels.

If you need lots, buy direct from AliExpress where you get bags of 100s for a few quid.
If you absolutely need the special offset-nose ones, looks like an easy job to design and 3D print a couple.
Is this a sensible design? Putting an additional hole close to a screw sounds to me like a recipe for things pulling out and leaving bigger holes.
