Sandettie Light Float Wrong?

NDBC Station 62304,between Dover and Dunkerque,approx,is giving 210 degrees,22 knots,yet a wave height of 0.7 feet. Can any knowledgable person comment on the wave heights given by data buoys,Lanbies etc? is it ever possible to get useful wave heights,when they are working properly? I know that neck of the woods,I don't believe it's 0.7 feet,thanks Jerry.
 
A couple of weekends ago, not that far away at Dover we had a solid 30+ knot wind, and wave to crest outside the harbour was about 2 meters, I noticed then the Sandette was claiming 0.7 foot waves for a while, so I assume some sort of fault.
 
Always found that the bigger buoys/lights vessel are inaccurate.For example I been working next to the Greenwich LV with 2m seas and it has been reporting 0.3/0.7m. Causes hassle as the clients' office staff don't understand why you can't work and are heading for shelter (the bar!).
