salt water in the bilges

I recently went to see a boat and although it had been stood on the hard for some time there was salt water about 2 inches deep in the bilges.
Also I noticed there where water marks suggesting a couple of leaks on the windscreen. The boat had a steel hull .

My question is are either of these things enough to walk away or is it a case that they may be easily sorted -from previous questions I have asked it was suggested that any rusting on the inside of a steel hull was a serious problem so I am concerned salt water in the bilges over some time may have started the process or is this just natural ?

very natural!
 
check the stern gland and hull fittings, check to see if the amount of water inside the hull corrisponds with a fitting that has let the water out ;-)
If you buy it be sure to fit new anodes
