Sailing today anchoring article

I've tried accessing the ST site, what a mess, so have to come here on its competitors site to try and get info on an articles it ran on Anchoring.
The author is or was a barrister giving insight into the legalities of anchoring etc etc.
any one know which copy numbers of Sailing Today it was?
 
I remember the articles, which were rather more than four years ago.

Found this reference from 2007 on the Wharram.com site:

Several years ago, Sailing Today, with the help of a barrister (Sir Patrick Sinclair BT), presented sufficient legal information to suggest that the Crown Estates, i.e. the Government, were imposing mooring fees in large areas of our sailing waters with no legal foundation.
