There are some changes in the air, although as yet unconfirmed by the ministry concerned.
As of 1st July, when Croatia enters the EU, it will no longer be necessary to maintain a crew list. That's the good news.
The bad news is that there's no change as regards paying up: there will still be a taxe de séjour and the annual navigational fee (until someone challenges it in court?). Indeed, prices may be going up...
Lastly, until Croatia enters Schengen, it will still be necessary to check in and out of the country at Umago, Vis or wherever you first arrive.
More news as I get it.

Thanks for that Metabarca. I had expected there to be no change - to the charges, that is, which is exactly what the Umag harbour master told me last year when I entered there and asked him what he thought would happen to all the charges. But I would expect the various national sailing bodies to be poised to challange the vignette cost at a minimum. The DSV (Deutscher Segler Verband German Sailing Association) are always quick off the mark on behalf of the many German sailors in the Med. It was they who brought Greece twice before the EU Commission and obtained a ruling to remove a similar charge (although only a fraction of Croatia's charges) for EU-registered boats. I hope the RYA proves to be as pro-active.
