Sailboats colregs on land

Do Sailing boats being towed behind a vehicle on land have automatic right to stand on despite the highway code?

Twice in recent weeks I have been negotiating the one-way system in Poole, and I've been the vehicle approaching from the right, but have had to slam on the brakes to avoid colliding with a car or van towing a 20' sailboat behind it that has ignored the junction and sailed out (if you'll pardon the pun) in front of me without so much as even applying his brakes.

What part of the colregs covers this?
 
Was it raining? Were the roads a bit wet? Perhaps flooded? The Highway Code definitely applies on dry land, but...
 
I suspect they may have been applying the brakes for all they were worth - but the tonnes of boat behind was making any reduction in speed impossible. :D

Most people severely underestimate the consequences of towing a boat. They may have experience of camping trailers, dinghies or even a caravan. But a 20' or bigger boat (mine was 25' that I towed from Wales to Stafford & the up to Scotland the following season) is a whole different kettle of fish.:rolleyes:
 
If the engine on the boat is not running, he has no need to fly a motoring cone and hence I suspect usual colregs apply, don't they? As a motorised vessel, the car in front of the trailer was just trying to keep out of the way...
