Sad flooded motorboat in Portsmouth Harbour

I don't know if anyone knows the owner but there is what looks like a 23ft motorboat on a swinging mooring right at the top of Portsmouth harbour just outside Trafalgar Wharf. It looks like it has filled with rainwater and is now completely flooded. A very sorry sight indeed. Apparently it is a council owned mooring and no one seems interested. The sad thing is it doesn't look that old.

Maybe someone knows the owner?
