Thanks for that. I was unaware that this was even being discussed at gov level.
To check my understanding does that mean (assuming the legislation is revised) my boat, which I took to Spain from the UK in 2002, will be able to be returned by me without incurring VAT for a second time. (I bought new and paid VAT in the UK)
There is the issue of UKCA marking requirement. It might be unlikely that my mechanical KAD43’s would pass the Recreational Craft Regulations 2017 (RCD II) requirements if returned to the UK after 2023.

What happens tax wise if the owner of the boat after importation decides to sell the boat on the UK market , 3 days , 3 months or even 3 years later ?

Nothing, its had UK vat paid on it so its just sold in the same way as any other UK vat paid boat
