This appears on the RYA website and is apparently the RYA ensign

Any one know does it really exist? who is entitled to wear it? where can it be obtained from? Why isn't there a defaced blue ensign for a "Royal" association?
 
well it " exists " in so far as it is printed on some of the rya course completion certificates.
why is it only printed on some ?
 
Yes it does exist. There is one on the flagpole outside RYA HQ.
Royal Victoria YC also has defaced red as do many British Protectorates.
Did yer not watch the commy games mate!

I think the best British Ensign of all is the state flag of Hawaii. It's red, white and blue! Three fer the price of one!!

Oh! Bye the way, most priviledged ensigns nowadays are issued under 'permit' not warrant. The club holds the warrant and grants individual members a permit. There are a few exceptions which still issue individual warrants.
