RYA and the Great ICC rip off

I came home from work today and both my wife and I had letters from the RYA saying our ICCs were about to expire and seeking payment for their renewal.
Why? Nothing has changed, we don't need to renew our short range VHF radio licence so why the ICCs if not as a revenue generator for the RYA?
We don't need them, yet, but just like to have them.
I have no desire to start a "should they be compulsory" debate but should they become so I hope they don't need renewing every few years!
 
I think this is a bit unfair as I dont believe the requirement to renew every few year is decided by the RYA. The ICC is an international certificate and the RYA was simply given the authority to issue them to British citizens. I'm pretty sure that ICCs issued in other countries expire as well and cost about the same.

If you have an RYA qualification you may not need an ICC anyway as they are of a higher standard. Get one of the new RYA photo ID certificates that have several languages on the back. They never expire. I can't speak for France or Spain but RYA photo-ID certificates are accepted in all Eastern Mediterranean countries, including those that haven't signed up to the ICC such as Greece.

Hiring a place there next Sept for two weeks and hoping a have a boat for a few days.
 
If you want to hire a motorboat in Greece, under 30hp, you need nothing. If it is over 30hp, a Greek needs a speedboat licence. A tourist from the UK needs an ICC. As far as I am aware all ICCs expire after 5 years.
I have not heard of a photo ID that does not expire! my ICCs have a photo and various languages on the back, but expire after 5 years. Most of this has been done to death on Scuttlebut.

I've never been pulled by the Coastguard (they can't afford the diesel you know) so the relevant licence requirement has not been tested.
 
Having been stopped and a number of countries on delivery, i have always been asked for ICC above everything else. Charter operators in Greece will normally ask to see ICC before they will hire a boat. £43 for a licence isn't really a lot of money.

If you have taken PB2 with an RYA registered school in Greece, this would entitle you to an ICC (under 10m) non tidal.
Of course you would have to pay for it! IMHO, it is better to have the ICC, the Greek PP recognise it, also it could save someone having a spoilt holiday.
 
As there is no re-test, why would it matter if it expired?

'Sans Permit' the sign said, her yer go Taff ur can have a 'put put' but with An ICC yers can have a big un, in those days- pre January 2005 if yer did a PB2 in lets say, a 5 metre RIB yer got an ICC fer 24 metres!!!!!

So we rented a Boston Whaler type thing which was great
Funnily enough, mine 'ran out' some years ago
I have the 'application' to renew it in front of Me as I type
And yep it requires a 'Fee'

The situation is that technically Greece doesn't recognise any certificates apart from Greek ones but in practice they will be perfectly happy to accept your PB2 photo-ID certificate. You should carry it on you all the time you are on. Lard as you can be stopped and asked to show it.
 
Luckily in Ireland there is no statutory need for any qualifications whatsoever to helm or skipper private leisure craft, hence ICCs and YM certs are rather useless bits of paper here. They may be fun to acquire but after that have no practical value. They generate revenue for schools, nothing else.

I note that you said Private leisure craft, surely no one would hire a cruiser to someone without any qualifications?
This thread is about being able to hire a boat overseas, you don't need any qualifications in the uk for a private boat, but I would be surprised if you could charter a large mobo without any.
