Rutland Windgen tailfin rusty: How to strip old coating?

Dear All,
My trusty Rutland 913 has started to rumble again and, this time, I have decided to refurb it myself (as I currently need a 'project' to do at home).

The tailfin started rusting 2 years after renewal and was unsightly after 4 years, so I decided to take it back to metal and repaint it with something more resistant than the current finish (powder coating?). Rust (about 25% of the area) has been sorted but neither a Blowtorch nor Nitromors has had an effect on the main area of the old finish with clean metal under it.

A question to Marlec resulted in an offer of a replacement tailfin, which doesn't help with the rust appearing.

Does anyone have any experience or advice on how best to proceed?

I suppose I could have a new one made up in stainless.

I used a flap disc on an angle grinder to strip mine. Then I painted it with Galvafroid, then a couple of gloss top coats. Having got it all nice and new looking, the winter gales knackered the whole unit so I threw it away in a fit of pique and went solar. (In truth the best thing I ever did in fact.)
However I still have the tail fin if you want it. I didn't want to throw that away. It's a nice bright red one.
You could use plywood instead of metal and paint it the same colour as your spray hood etc., etc.

Cheaper and easier to make it in aluminium.

Mild steel does seem an odd choice for the original tailfin and I have been wondering why they didn't use stainless or aluminium.
Could aluminium be too light? I don't see how, because the magnets in the front end are so heavy that difference in the weight of the tail would be marginal.
