Throw it in the skip and fit another solar panel ?

Check the integrity (conductivity) of the windings, and contact between the brushes and armature. Clean the armature, and if necessary replace the brushes.
You can't really clean the armature as such. The 913 has fixed magnets in a housing with blades attached. The "armature" consists of copper windings inside a disk and is actually static (therefore it's a stator). I think this part is probably made by placing the copper wires in a mould and then filling it with epoxy (or something similar). Wires come out through a hollow tube and connect to diodes before going through slip rings as already mentioned. I imagine that the windings either work or don't work, I saw one with copper actually on the surface and open to damage. Easy to check continuity as suggested. Not much to go wrong and I imagine you'd spot dirty slip rings fairly easily with a meter.
You could try connecting the 913 directly to the battery when there's plenty of wind (20-25kts) and monitoring the current. I'd be surprised if you still get 0.5A maximum at that point. Be very careful if you are going to try this and tie the 913 blades when removing the regulator from the circuit and going direct to the battery. The 913 would probably produce 100V or more if spinning freely without a battery connection.
If you get plenty of current when the blades are released for this brief test that would indicate the fault is with the regulator or associated wiring.
The trouble shooting section of the owners manual tells you how to do this with an ammeter directly connected to the wind gen output together with other tests
Didn't have manual with me and just read the trouble shooting doc. in your link. It didn't mention this so thought it was worth covering. I must RTFM sometime to see what it says on the subject.![]()
