Ruggerini mm150 govener

I have a ruggerini mm150 in the boat and it seems to rev higher and higher .. I'm unsure how to set the Govenor.
I pull the Govenor forward to close it a little bit it doesn't stay there.
Is there a spring missing or a cable.??
