Rudder care

My new t6o me yacht had stood for almost 14 years in a boatyard. The rudder had been stored in the cabin and is very dry. The varnish has peeled from the area that would have been in the water. It all looks solid enough with no signs of splitting anywhere. As it is very dry should I oil the wood. Should I varnish or epoxy.

I would cover it with lightweight glass cloth using epoxy. then a couple of coats of suitable paint
