Rudder annode not working?

I posted about the very manky looking prop and rudder annodes on my boat, a very brown sort of coating.
General advice was to clean em up and refit. ( possibly they are dicoloured due to low salininty here in Preston??)
Other advice was to test to make sure there was a circuit. Yes is the answer iro the prop annode but the rudder annode to rudder shaft does not seem to have a circuit.
I guess that the annode bolts to a metal frame in the rudder which is then connected to the the rudder shaft? The shaft is bronze ( I think) and looks fine. I guess that it is essential to have circuit continuity here? Any ideas what to do? I guess take off the annodes and check that they aare bolted to the inner frame but after this I am lost!!
