The time limit for the RTI on 7 July is at approx 2119. The time limit for the race is 2200. I see nothing in the sailing instructions about boats having to carry navigation lights. Also, if it is dark how does one know if a boat is racing or not? Would it not be more sensible and safer for the ISC to set the time limit at sunset?

That confirms that the race is run in accordance with special offshore regulations category 4.
Cat 4 requires navigation lights. And some other very sensible things. If you’re doing the race it would be well worth your while looking up the cat 4 regulations...

Quite some years ago, I participated in a RTIR that due to light airs had the course shortened to Bembridge Ledge. Well after dark, the hundreds of yachts still going, or motoring having retired was an awesome sight.

There were, inevitably, lots who put their motor lights on and left their tri on.......

It's actually quite noticeable, away from the UK, very few non Brit boats are equipped with a tricolour sailing light.

Just sayin....
