Shame the police are not so determined to "track down the looter and prosecute" the person that stole the outboard off my boat, which I suspect was worth more than a lifebelt, and no doubt will also be appearing on ebay or at a boat jumble near you soon...

this person who is guilty, proabably of stupidity more than anything else is traceable. lpod will not need much nouse (one email to ebnay should do it) to track down the 'offender'' who will no dount be dealt with in the full glare of the press by a plod force happy to show they are tackling crime.
whereas your outboard was nicked by some nere do well that would take mountains of resource to track and prosecute. much easier to go round and check the adresses of people who forgot to pay their tv license and car tax and treat them like a common criminal in the name of detection targets.
i donot blame the police
what gets measured gets done
teaching and the police should not be about political targets it should be about leaving the professionals to do the job they can

but dont change the goal posts, the budget and the scoring system and still expect the result you wanted

Sounds like - let's hit all the easy targets and let the real crims just get on with it, because they are too difficult to catch ... so much for the Even hand of the Law ...

Welcome to the real world: Police have statistical targets same as any one in 'public' service, so its 'easy ones first' to get the weekly figures right.
