this person who is guilty, proabably of stupidity more than anything else is traceable. lpod will not need much nouse (one email to ebnay should do it) to track down the 'offender'' who will no dount be dealt with in the full glare of the press by a plod force happy to show they are tackling crime.
whereas your outboard was nicked by some nere do well that would take mountains of resource to track and prosecute. much easier to go round and check the adresses of people who forgot to pay their tv license and car tax and treat them like a common criminal in the name of detection targets.

Welcome to the real world: Police have statistical targets same as any one in 'public' service, so its 'easy ones first' to get the weekly figures right.
