River Licence Exemption for Hybrids?

Should the new Greenline 33 Hybrid reviewed in this months Motor Boat Monthly be eligible for a Thames River Licence exemption in the same way the Prius is exempt from the congestion charge?

The congestion charge is to reduce the polution in the city by discouraging incorrect car use, the river license is to maintain the navigation. Hopefully nobody will suggest its done by exhaust emmissions, if so half the Brooms on the river will have to be scrapped:D

Believe that another scale was invented by Beaufort that is not so well known.

B1 Viz approx 1 mile. New Broom 45.
B2...Viz approx 1/2 mile newish Broom 41.

B3...Viz 10 yards or less .....all and any other Broom or variant thereof that went past within the last fortnight. :)
