Following from an active discussion on another forum, I've just picked up the RYA Risk Assessment form forthe RBPB race.

It has a list of sample sources of risk, and a - regrettably - small example of how to prepare for a problem / mitigate the risk.

As a basis for starting your own RA on a sailing/motorboat activity, it's not a bad start, though Item 24 is the cop-out clause.
 
Item 24 is not so much a cop out as an encouragement to the boats to think the risk problem out properly and make sure all the angles are in fact covered, after all there may be problems specific to certain boats for example.

The form gives a good start and probably covers the main points.
