More questions from a new (this season) raggie. Boat is a BAV 36 - 2011 - std factory set up.

Just planning a cruising chute (with SIBS coming up) and it appears there is no spare Halyard to attach to. I thought there was, but its a 3rd reefing line ready but not used - only 2 reefs in the std mainsail! The line entry slot in the mast and base attachment eyes are there for more blocks etc, not sure whether a spare pulley(s) is at the masthead or not (seldon mast) but (assuming there is a pulley ready) is there a trick in getting a new line(s) up there (so to speak) without climbing the mast - assume not - but thought I'd ask.

Also - how often should the rigging be checked for wear and tear/tension etc? and should sails be taken off every year and serviced/cleaned or just inspected visually for damage? What do most cruising peops do?

Yes, there is a sheave at the top of the mast above the forestay fitting, and no other way of putting a halyard in without going to the top (or getting the mast out).
 
At least a visual inspection/check of the standing rigging at the start of each season, which you can do yourself. A book like "Illustrated Sail & Rig Tuning" (Ivar Dedekam) might be useful...
 
New Selden masts come fully moused and the mouse cords for the unused topping lift and cabling are still in place on mine if ever I need them. Shame if someone has taken them out, but if there you still need to go up the mast to find them.
