In fact a symptom of fuel running out is the engine revs going up and down for while until it stops.

That is not the same as saying that if you starve the engine of fuel, it will rev up. Obviously, in the real world, if you cut down, or cut off the available fuel, an engine will slow down or stop. If an engine gets an intermittent supply, the revs will fluctuate, but to say that "a diesel engine will rev up if starved of fuel" is simply not true.
