reset seatalk repeaters

Chatting with a friend of mine the other day - he has some seatlk repaters and after he removed the battery from his boat they all died and he has been told big dollars to re-activate them!
Anyone know of this or ways around it without spending big dollars - juts to gte somehting working again - because it was disconnected from the power?
 
seatalk is a Raymarine protocol - some raymarine devices have an anti-theft code facility - could this be the culprit. I certainly isolate the batteries on leaving the boat and all my Raymarine stuff comes back up just fine (including a repeater)

I believe it is related to the anti-theft code.

Someone mentioned that there is a box or you can build a box to get around it - ie work out the antitheft unlock code.

He bought the boat second hand and therfore does not knowtrhe code - any ideas on how to find out what the password is that the original owner or installer used?
Because at present the chart plotter and repeaters downstairs are fine, but the at helm displays just flash 3 dashes since he replaced both the hosue and engine batteries in the boat..
