I'm replacing the pipe from the heads pump out. In theory turning off the sea cock should secure the boat before removed the existing pipe but... Or should I dry out against the quay first?

If you are sure the seacock is functioning and it's not just the handle turning then there is no reason to dry out.

It's just me. I have had so much go wrong this year I'm just getting a bit paranoid, looking for the next disaster. I will attack it wit confidence!

What about undoing the other end of the pipe first (assuming it's above sea level)?
You could then close the seacock and gingerly lower the pipe to below sea level - any leakage you just raise it back up and think again.

Close the seacock and pump the bog, if there is resistance the valve is fine, open and close it again before disconnecting or the pressure you just created will get you very wet.
