Replacing bulbs in yanmar c-type panel (tartan 3700)

my manual says that at least 2 of the bulbs illuminate on turn on (key turn). Nothing in my panel (just bought used tartan 3700) light up. The panel seems to be bolted on (nuts behind panel) in an inaccessible place. Does the bulb set come off individually or does the entire panel have to come off somehow and then bulbs can be replaced? It’s a 2004 c-type panel, no leds likely. Pix here

Managed to get a flexible person to go below and help remove nuts/washers (2 are accessible above but two others no. Bulbs are removed by prying rubber housing out. Easy to put back in. Likely can only do this with panel out. Am epoxying in washers/nuts to make it easier next time. All bulbs are ok but am replacing with new. Basically auto spade bulbs.T5 12volt
