I have been making Bowden type control cables for over 50 years. I have sent them all over the world, never had a failure.
Use the old outer and make the new inner wire fit. Buy a simple motorcycle or mo-ped throttle cable. Or, if you want to really do it on the cheap, a bicycle brake cable. I have some brass nipples in stock, left over from our motorbike business. If I have not got a suitable nipple I make oddball ones on the lathe from brass rod. A good soldering iron, bit of flux and you are away. It is, however, essential to 'splay' the inner wire in the nipple's counterbore before soldering. Be sure to file excess solder off so the nipple can revolve freely. You need good side cutting pliers.
Simples.
