Two things I'd try.
Ammonia solution but be aware that you'll need good ventillation, eye protection and gloves
Caustic soda solution likewise eye protection and gloves. (Dilunet paint stripper)

In either case test a small area first.

Thicken either with wallpaper paste.

Solvents are likely to remove the colour/pattern from vinyl even if they don't damage the vinyl itself.

If it is fresh varnish then a rag and a little white spirit will probably shift it. But only if it is less than a few days old. It will probably take the shine off the vinyl too, but I think anything that will shift the varnish will do that.
