Removing Primocon from prop

The prop on my newly acquired boat was treated with primocon and hard antifoul, which have worn off in places and have not been able to keep the barnacles off.
How do I get it back to shiny bronze?
I have tried with a nylon brush on the drill, but that only removes about 1/3. So far i have been reluctant to use wet/dry sandpaper. Is that the next step, or how do you suggest I proceed?

why not abraid & prime & a/f with Prop-O-Drev works for me

I used a wire "brush" attachment in the drill.......
