Removing old soundproofing

I want to change the old and inadequate soundproofing in the engine bay. It's easy enough to rip out but I'm left with the residues of adhesive and, above all, a thin layer of foam plastic still stuck to the bulkhead. Any ideas as how to get it off so I have a clean surface on which to apply the new one?
 
I've just done mine, l but only cleaned up superficially - stuck on the new but with lots of large plastic washers & ss screws - from ASAP Supplies. Looks good and it'll never fall off.
 
Done mine last year, dosent need to be that clean to restick, just make sure there are no large 'bumps' on the surface. Coat with bison kit and press on.
